   Officer Marshall Foster was struck and killed by a vehicle on Independence Day while directing traffic at the scene of an apartment fire.

   He was transported to City Hospital where he died.

   The 22-year-old male driver of the vehicle that struck Officer Foster was not charged as a result of the accident.

   Officer Foster was survived by his wife.
